On July 12, Honolulu police launched an inquiry into what investigators formally designated a “Stranger Danger Incident” at a resort pool in Waikiki.

According to law enforcement reports, officers responded after an alert witness observed an unknown man approaching several young children—including a 9-year-old boy—in the pool area. Detectives allege that Gabbard offered the children gum and cash in an attempt to persuade them to follow him back to his hotel room. During the interaction, he allegedly asked for their names and wrote the information down in a notebook.
The children refused the offers, and the man walked away. A 42-year-old woman who witnessed the encounter immediately notified authorities, prompting detectives to launch an investigation that ultimately led to Gabbard’s arrest and formal charge of second-degree custodial interference. Police emphasized that none of the children accompanied him to the room, nor did any child suffer physical harm.
